REGULAR MEETING
JANUARY 19, 2011
Members Present: Cindy Olson, Monica Ashton, Terry Wright, Duane Brooks, Robert Zalobsky.
Members Absent: Dennis Long, Shawn Kraycs.
Others Present: Doug Baum, Zach Weaver, John Wotring, Mike Ingalls, John Wilcox.
1. Supervisor Wright called the meeting to order at 10:00 a.m.
2. Correspondence and Reports(No action required): December 2010 Emergency Central Dispatch and Animal Control Activity Reports.
3. Motion by Olson, second by Brooks, to approve minutes of December 15, 2010 regular meeting as presented. Ayes, five; Nays, none; Absent, two. Motion carried.
4. Motion by Olson, second by Brooks, to approve the minutes of December 17, 2010 special meeting as presented. Ayes, five; Nays, none; Absent, two. Motion carried.
5. Citizens who wish to speak: Doug Baum, City of Grayling Manager, and Zach Weaver, Cemetery Sexton, gave updates on Grayling City/Township Cemetery revenues and expenses.
6. Motion by Brooks, second by Zalobsky, to approve estimates of $2590.00 by ABIMechanical Contractors to confirm status and calibration of the automatic control system of the Township Hall heating and cooling system. Ayes, five; Nays, none; Absent, two. Motion carried.
7. Discussion of scrap tire holding permit application for Recycling Center. Requires $5000.00 bond, Site not suitable and would need variances. Beaver Creek has drop-off site. No reason to proceed at this time.
8. Motion by Brooks, second by Zalobsky, to provide letter of support for non-motorized trail extension from Grayling High School to Frederic. Ayes, five; Nays, none; Absent, two. Motion carried.
9. Motion by Brooks, second by Olson, to approve amendments to the 2010-11 General Fund and Township Improvement Fund Budgets for the following activities:
Amend Transfers In to General Fund from Improvement Fund by $3100.00. Amend Transfers Out of Improvement Fund to General Fund by $3100.00. ($250 Fire/ $2850 Roads)
Amend General Fund Expenses: Fire Dept Improvements +$250.00, Road Improvements +$2850.00, Economic Development +$500.00.
Ayes, five; Nays, none; Absent, two. Motion carried.
10. Motion by Brooks, second by Ashton, to approve payment of claims on vouchers 8879, 8898 through 8924, Liquor inspections $240.00, for a grand total of $71,833.82. Ayes, five; Nays, none; Absent, two. Motion carried.
Motion by Ashton, second by Olson, to recess regular meeting to hold public hearing regarding rezoning a portion of North Down River Road. Ayes, five; Nays, none; Absent, two. Motion carried.
PUBLIC HEARING
11. Supervisor Wright opened the public hearing at 11:00 a.m., explaining the purpose of the hearing .
To receive and review public comment regarding a recommendation of the Grayling Township Planning Commission to re-zone from R-2 General Residential to C-1 General Commercial a portion of the north side of North Down River Road from Elmwood Cemetery to Robert’s Road a depth equal to the back of the facing lots, or 210 feet, whichever is less. The south side of this portion of North Down River Road is within the City of Grayling and is already zoned commercial.
John Wilcox asked about tax increases because of the commercial status. If this section of the road is rezoned, it will not affect the current status of residential properties in that zone, not will it raise the taxes of those properties unless the properties convert to commercial uses.
Public hearing was closed at 11:25 a.m.
12. Motion by Olson, second by Ashton, to adjourn public hearing and return to regular session. Ayes, five; Nays, none; Absent, two. Motion carried.
13. Motion by Brooks, second by Olson, to accept the recommendation of the Grayling Township Planning Commission and re-zone a portion of the north side of North Down River Road from R-2 General Residential to C-1 General Commercial, between Elmwood Cemetery and Robert’s Road, from the road right-of-way to a distance equal to the back of the facing lots, or 210 feet, whichever is less.
