GRAYLING TOWNSHIP BOARD REGULAR MEETING JULY 13, 2005

Members Present: Dennis Long, Ruth O’Mara, Monica Ashton, Terry Wright

PUBLIC HEARING

Supervisor opened the public hearing on the tentative Special Assessment Roll for Street Lighting of Northwoods Subdivision at 6:45 p.m.

Authorization for creation of the Special Assessment District was approved subsequent to a public hearing held June 8, 2005.

The initial costs will include trenching and installation of six street lights, monthly electric costs for five years and a one percent administration fee. Total five year assessment $7,979.00. Annual assessment $1,595.80. Assessment will be billed to the owners of Northwoods Subdivision beginning December 1, 2005. The owners will take the responsibility of recouping the assessment from individual owners as lots are sold.

Keith Kenny spoke in favor of the project. No one spoke in opposition to the project.

Supervisor closed the public hearing at 6:55 p.m.

The regular meeting of the Grayling Township Board was called to order at 7:00 p.m. by Supervisor Wright.

Invocation and Pledge of Allegiance.

Motion by Long, second by Ashton to amend the agenda to add several late items and change Northwoods Sub. street lighting project to first item of business. Ayes; four, Nays; none, Absent; one. Motion carried.

1. Motion by Long, second by Ashton, to resolve to adopt the Special Assessment Roll for Northwoods Subdivision Special Assessment District for Street Lights as proposed at the public hearing held immediately prior to this meeting. Total five year roll $7,979.00 including one percent administration fee. Annual assessment $1,595.80 beginning December

1, 2005. Ayes; four, Nays; none, Absent; one. Motion carried.

2. Motion by Long, second by Ashton, to approve minutes of June 8, 2005. Ayes; four, Nays; none, Absent; one. Motion carried.

3. Treasurer’s Report for June 2005 including investment breakdown was distributed and placed on file.

5. A petition with signatures of 135 property owners fronting or using Margrethe Boulevard for access has been filed with the Supervisor requesting a Special Assessment District for re-paving the street. More than 51% of the owners of frontage on Margrethe Boulevard signed the petition. Motion by Ashton, second by O’Mara, to schedule a public hearing for Wednesday, August 10, 2005 beginning at 6:30 p.m. to receive and review comment regarding the necessity of creating a Special Assessment District for Re-paving of Margrethe Boulevard. Ayes; four, Nays; none, Absent; one.

6. Motion by Long, second by O’Mara, to accept the bid of $106,307.75 from AuSable Construction for the Cemetery Improvement Project. Monies to be paid from the Perpetual Care Fund. Roll Call: Long; aye, O’Mara; aye, Ashton; aye, Wright; aye, Kraycs; absent. Motion carried.

7. Don Williams, representing the Lake Margrethe Property Owners Association, requested update on the township’s efforts to help with the moth problem. Supervisor Wright has met with the state’s “Gypsy Moth Director” and has been informed that the only area in Grayling Township that may qualify for funding to spray is near the Four Mile Road rest area in I-75. Training is available for volunteers to inspect forested areas to annually assess which areas may need spraying. The Director has found that many untrained people confuse oak damage with the moths when it is actually oak wilt or even old age that is causing the trees to die. Long added, the township could administer a Special Assessment District for Gypsy Moth Spraying but the property owners need to define the areas and need. An alternative would be to assess every property owner in the township a small amount per parcel per year and spray areas determined annually to be in need. It was noted that most of the township does not have a moth problem. The lake area and possibly AuSable Woods ( T26N, R4W) seem to be the areas of concern.

8. Invoice from the Grayling Recreation Authority for roof repairs and labor does not qualify for grants from the township. The work was performed in fiscal year 04-05 and the township’s contribution had already been distributed for a new computer at Hansen Hills. Contributions from the township are for capital improvements, materials and equipment. They do not include labor or operations.

9. Correspondence from the City of Grayling stating they are not interested in contributing to the Recycling Center operations. The letter suggested that the township charge city residents who wish to recycle a service fee.

10. Motion by O’Mara, second by Ashton, to adopt Grayling Township Ordinance 2005-04 an amendment to Grayling Township Zoning Ordinance 2003-02, Sec. 16.04-Natural River District as follows.

The AuSable River District includes an area beginning at the middle thread of the river and extending in a perpendicular direction to the high water mark of adjacent river banks, and continuing away from the high water mark to a distance of four hundred (400) feet on each side of and parallel to all channels of the mainstream and East Branch. Land elevations, including river bank heights, are not to be used in calculating the outside boundaries of the NRD. This district establishes a definable area within which local zoning may guide future development and use. Establishment of this district in no way implies a "taking" of these lands by the Township or opening them up to public use. Private lands remain private and are subject to the rights of private ownership. Ayes; four, Nays; none. Absent; one. Motion carried.

11. Motion by Long, second by Wright, to adopt a resolution authorizing the clerk to submit a grant application for optical scan voting equipment to the State of Michigan through the County Clerk’s office. Ayes; four, Nays; none, Absent; one. Motion carried.

12. Consensus that the Supervisor forward draft of Memorandum of Understanding between MDNR, Natural Rivers Division and Grayling Township to Steve Sutton, State Administrator MDNR-NRD.

13. Consensus that the Supervisor instruct the Grayling Township Planning Commission to work with the City of Grayling Planning Commission to achieve an update to the City/Twp Master Plan.

14. Motion by Ashton, second by Long, to continue using local financial institutions as depositories for Township funds through fiscal year 2005-06. Ayes; four, Nays; none, Absent; one. Motion carried.

15. Motion by Long, second by O’Mara, to re-appoint Monte Burmeister as Grayling Township Attorney for fiscal year 2005-06. Ayes; four, Nays; none, Absent; one. Motion carried.

16. Motion by Long, second by O’Mara, to re-appoint Mickey Perez as Grayling Township Auditor for fiscal year 2005-06. Ayes; four, Nays; none, Absent; one. Motion carried.

17. Motion by O’Mara, second by Long, to continue holding Grayling Township Board regular meetings on the second Wednesday ofeach month beginning at 7:00 p.m. Ayes; four, Nays; none, Absent; one. Motion carried.

18. Motion by Long, second by Ashton, to amend Grayling Township 05-06 General Fund Budget by adding a line item for Deputy Treasurer to $2,000.00. Ayes; three, Nays; one, Absent; one. Motion carried.

19. Motion by Long, second by Ashton, to approve payment of claims on vouchers 3483,3504 through 3547, Guardian Dental $574.60, Board fees $590.00, Liquor inspections $120.00, for a grand total of $98,054.89. Ayes; four, Nays; none, Absent; one.

20. Motion to adjourn by Long, carried. Ayes; four, Nays; none, Absent; one.
