June 05 Grayling Township Meeting
SYNOPSIS GRAYLING TOWNSHIP BOARD REGULAR MEETING AND PUBLIC HEARING JUNE 8, 2005

Members Present: Shawn Kraycs, Dennis Long, Ruth O’Mara, Monica Ashton, Terry Wright

Members Absent: None.

Others Present: Gaila Gilliland (CCEDP), Keith Kenney & Shane Savercool (EZ Built Homes), Diane Giska, Dan Giska, Pat Kangas, Justin Andre & Cari Oppermann (GRA), Robert Dixon, Paul Lerg.

PUBLIC HEARING 6:45 P.M.: Supervisor Wright opened the public hearing regarding the necessity for creation of a Special Assessment District to provide street lighting for Northwoods Estates, Section 31, T27N, R3W. A request has been filed by Great North Investments, owners of Northwoods Estates for establishment of a street lighting district to enhance the subdivision and provide additional safety and security to the residents.

The proposal provides for installation of six street lights at $100.00. Trenching at $3.50 per foot or $3,700.00. Monthly electric costs at 10.00 average per month for five years,$3,600.00. Total five year assessment $7,900.00. Annual assessment $1,580.00.

Supervisor opened the floor for public comment. It was noted that the electric costs would need to be reviewed and adjusted after the first five years prior to renewal of the district.

No further comments from the public.

Supervisor closed the public hearing at 6:52 p.m.

Supervisor called the regular meeting of the Grayling Township Board to order at 7:00 p.m.

Invocation and Pledge of Allegiance.

1. Motion by Long, second by O’Mara, to apporve the minutes of May 11, 2005 with the following corrections. Item 8: Delete the sentence: Long questioned schedule of lower salaries for newly elected officials. Insert the sentence: Long questioned the legitimacy of the difference between newly elected and re-elected official’s salaries. Item 9: Delete the word “and” after Committee and insert the word “to”. All ayes, motion carried.

2. Treasurer’s Report for May was distributed and placed on file.

3. Correspondence: (No action required) Recycling Report for May, Crawford County Senior Gazette for June, City/Twp Fire Dept Report for May, Bldg. Dept. Report for May, Cemetery Report for May.

4. Citizens Who Wish To Speak: Don Williams, representing the Lake Margrethe Property Owners Association, requested the township seek resources to assist in the annual gypsy moth spray program. Perhaps a Special Assessment District could be created. Board members commented that the area would need to be defined. A petition could be circulated to initiate the Special Assessment request.

5. Motion by Long, second by Kraycs, to approve the creation of a Special Assessment District for Street Lighting of Northwoods Estates and schedule a second public hearing for review of the Tentative Special Assessment Roll for July 13, 2005, beginning at 6:45 p.m. All ayes, motion carried.

6. Gaila Gilliland, Crawford County Economic Development Partnership Director, briefly outlined her newly established position and efforts to form a visioning committee. She distributed a survey for Board members to voice their opinions as to the existing assets, disadvantages, and most unique features of Crawford County.

7. Cari Oppermann, representing the Grayling Recreation Authority, requested the Board to consider a contribution of $2,000.00 towards a re-roofing project at Hanson Hills in its 2005-06 Budget.

8. Motion by Kraycs, second by Long, to authorize Supervisor and Clerk to sign the revised Mutual Operating Agreement for Elmwood Cemetery. It has been approved by the City of Grayling. (See attachment "A”. All ayes, motion carried. 9

. Motion by Long, second by Kraycs, to change the Grayling Township Employee Policy Manual Absence From Work Benefits section (Page 12, Item 2, Vacations/paragraph 2) to read: “Upon retirement or termination of employment, employees will be paid at post-rated, 50-percent of wages, as determined by the Clerk, for vacation time accumulated up to a maximum of 70 hours for full-time employees and 8 hours for part-time employees. All ayes, motion carried.

10. Motion by Long, second by Kraycs, to change the Grayling Township Employee Policy Manual Absence From Work Benefits section (Page 13, Item 3, Compensated Sick Leave/paragraph 2) to read: “Employees will be paid for their accumulated hours of compensated sick leave above 210 hours at their most recent wage schedule every year during the month of June, post-rated and at 50-percent of wages, as determined by the Clerk.” All ayes, motion carried.

11. Paul Lerg, Chairman of the Grayling Township Salary Advisory Committee, presented revised recommendations for the Fiscal Years 2005-06 and 2006-07. (See Attachment “B”) 12. Motion by Long, second by Kraycs, to resolve to adopt the Grayling Township Salary Advisory Committee recommendation for the office of Supervisor including non-certified, Level I and Level II Assessment Certification schedules for FY 05-06 and FY 06-07 with the following amendment. Beginning non-certified elected salary category is deleted. Recommended 3% increase for FY05-06 and 3% for FY 06-07 are approved. Roll call vote: Long; aye, Kraycs; aye, O’Mara; aye, Ashton; aye, Wright; nay. Motion carried. (See attachment “C”)

13. Motion by Long, second by O’Mara, to resolve to adopt the Grayling Township Salary Advisory Committee recommendation for the office of Clerk including non-certified and appropriate professional certification schedules for FY 05-06 and FY 06-07 with the following amendments. Beginning non-certified elected salary category is deleted. FY05-06 salary recommendation be decreased from 8% to 3%. Recommended 3% increase for FY06-07 is approved. Roll call vote: Long; aye, O’Mara; aye, Kraycs; aye, Ashton; aye, Wright; nay. Motion carried. (See attachment “C”)

14. Motion by Long, second by Kraycs, to resolve to adopt the Grayling Township Salary Advisory Committee recommendation for the office of Treasurer including non-certified and appropriate professional certification schedules for FY05-06 and FY06-07 with the following amendments. Beginning, non-certified, elected salary category is deleted. FY05-06 salary recommendation be decreased from 5% to 4%. Recommended 4% increase for FY06-07 is approved. Roll call vote: Long; aye, Kraycs; aye, O’Mara; aye, Ashton; nay, Wright; nay. Motion carried. (See attachment “C”)

15. Motion by Long, second by Kraycs, that due to needed enhancements to the recycling center and the increasing usage by County and City residents the Supervisor be directed to request the County of Crawford and the City of Grayling to participate in recycling efforts with an annual financial contribution. Supervisor directed to request $5,000. annual contribution towards recycling from the County of Crawford. Supervisor directed to request $2,000. annual contribution towards recycling from the City of Grayling. All ayes, motion carried.

16. Motion by Kraycs, second by O’Mara, to schedule the FY2005-06 Budget Public Hearing for Wednesday, June 29, 2005, beginning at 7:00 p.m. All ayes, motion carried.

17. Motion by Long, second by Kraycs, to resolve to amend the FY 04-05 General Fund Budget in the following line items. 101.000-851.000-722. Insurance & Bonds . Increase to $17,214. 101.000-852.000-712 Health Benefits/Fringes. Increase to$73,840. 101.00-861.00-714.0 Retirement Twp. Share. Increase to $32,961. 101.00-862.00-710.0 Social Security & Med. Increase to $23,616. All ayes, motion carried.

18. Motion by Kraycs, second by Long, to approve payment of claims on vouchers 3394-3397,3401 through 3430, Guardian Dental $574.60, May Board & Comm fees $645.00, Liquor Inspections $120.00, for a grand total of $30,191.48. All ayes, motion carried.
