GRAYLING TOWNSHIP BOARD
MARCH 8, 2006
Members Present: Dennis Long, Shawn Kraycs, Ruth O’Mara, Monica Ashton, Terry Wright.
Members Absent: None.
Others Present: Pat & Dick Blackmar, Virgil L. Partin, James & Barb May, Betty Damen, James Flynn, Gaila Gilliland, Phil Lewis, David Jager.
Supervisor Wright called the meeting to order at 7:00 p.m.
Invocation & Pledge of Allegiance.
1. Motion by Long, second by Kraycs, to amend agenda item eight to one for consideration of Special Assessment Districts projects. All ayes, motion carried.
2. Motion by long, second by Ashton, to approve the Special Assessment Roll for Private Road Maintenance of South Horseshoe Trail (South of M-72 Hwy) in the amount of $3,029.91 (includes 1% administration fee) per year for five years to be spread on the December 1, 2006 tax roll. Division of property assessments contingent upon investigation of Charles to Siwula property transfer. All ayes, motion carried. (See attachment “A”)
3. Motion by Long, second by Kraycs, to approve the Special Assessment Roll for Rebuilding of Ole Dam Road (between Turner Trail & Nottingham Drive) in the amount of $8,585.00 (includes 1% administration fee) divided by 133 property owners or $64.55 per property for one year to be spread on the December 1, 2006 tax roll. All ayes, motion carried. (see attachment “B”)
4. Motion by Long, second by Kraycs, to amend the agenda to recognize David Jager and his final report report regarding appraisal and negotiations of the Grayling Generating Station Michigan Tax Tribunal appeal 1994-2005. All ayes, motion carried.
5. Motion by Kraycs, second by O’Mara, to authorize Supervisor Wright to sign Stipulation and Consent Agreement for Grayling Generating Station Michigan Tax Tribunal appeal 1994-2005 and file with the Michigan Tax Tribunal. All ayes, motion carried.
6. Motion by Kraycs, second by Long, to approve minutes of February 8, 2006 as presented. All ayes, motion carried. Record of Road Special Assessment Districts Public Hearings of February 8, 2006 was placed on file.
7. January 2006 Treasurer’s Report was distributed and placed on file.
8. Michigan Military Museum: RE: Old Fire Barn. City cannot lease for less than fair market value. Meeting planned with Paul Compo regarding possibility of becoming part of Crawford County Historical Society Museum.
9. Motion by Long, second by Kraycs, to authorize Supervisor to sign an American Red Cross Shelter Agreement for the Grayling Township conference room. All ayes, motion carried.
10. Motion by O’Mara, second by Kraycs, to approve payment of claims on vouchers 4108,4122-4124,4147-4177, Feb. 08 Board & Comm. Fees $370.00, Liquor Inspections Mar. 1, 06, $120.00 for a grand total of $35,367.64. All ayes, motion carried.
11. Motion to adjourn by Kraycs, carried. All ayes.
