GRAYLING TOWNSHIP BOARD

REGULAR MEETING

JULY 12, 2006

Members Present: Shawn Kraycs, Dennis Long, Ruth O’Mara, Monica Ashton, Terry Wright.

Members Absent: None

Others Present: Henry Carroll, Suzanne Carroll, Dorothy Bassett, Cleo N. Sheldon, Joseph Bilinski, Harold & Lillian Marquardt, Sharon France, Dan Sattler, Deanna Sattler, Roger Buskirk, Paul R. VanMill,Tom Hunt, Ron Herron, Ed Holtcamp.

The meeting was called to order by the Supervisor at 7:00 p.m.

Invocation and Pledge of Allegiance.

1. Treasurer’s report for June 2006 was distributed and placed on file.

2. Motion by Long, second by Kraycs, to set the regular 2006-07 meeting dates of the Grayling Township Board for the second Wednesday of each month except August and November when the meeting date will be the second Thursday of the month due to conflict with the primary and general elections. All ayes, motion carried.

3. Motion by Long, second by Kraycs to re-appoint Monte Burmeister as Grayling Township Attorney for Fiscal Year 2006-07. All ayes, motion carried.

4. Motion by Long, second by Kraycs, to continue using local financial institutions as depositories for Township funds through fiscal year 2006-07. All ayes, motion carried.

5. Motion by Long, second by Kraycs, to begin the process of advertising for bids for the 2006-07 fiscal year annual audit. All ayes, motion carried. ( Mickey C. Perez is the auditor of record for fiscal year 2005-06)

6. Correspondence:(No action required) Recycling Report for June, Bldg. Dept Report for June, Thank you from River Festival Parade Committee.

7. Several citizens were present to discuss status of public road ends at Lake Margrethe. In particular personal property, picnic tables, fences, fire pits and docks in the right-of-way of the public road ends.

Supervisor stated the Township has primary jurisdiction of the road ends at Lake Margrethe and the Board has taken the position over the years that these public road ends, some undeveloped, will not be abandoned or closed to the public. However, personal property placed on the road ends could become a liability for the Township.

Regarding the private fence in the R.O.W. at Beech Terrace and Maybelle. The property owner is on notice that the fence must be moved. This will be followed up by a letter from Ordinance Enforcement with a date at which the fence must be removed.

Motion by Long, second by Kraycs, to proceed to the G.T. Planning Commission with a request to study and consider an ordinance to regulate personal property, activities and parking at the public road ends to the waters edge at Lake Margrethe. Prohibit fire pits, fences and unattended personal property. Picnic tables may be allowed. All ayes, motion carried.

Supervisor noted that the motion does not include docks as they are the responsibility of the MDNR.

8. Residents of Grayling Mobile Estates addressed the Board regarding empty or condemned trailers, unlicensed vehicles, junk, garbage and tall grass on various lots in the subdivision many of which are rental properties that are being ignored by the landlords.

Supervisor responded he will personally visit these properties the week of 7-17-06. Several properties have already been cited for violations of junk and garbage.

9. Consensus of the Board that funds are not available to grant the Grayling Youth Booster Club’s request to increase the fireworks contribution to $4,000.00 per year.

10. Consensus of the Board not to participate in the CCEDP Leadership Program.

11. Letters from Weyerhaeuser and Georgia-Pacific Resins, Inc. supporting research of a Joint Utility Authority for Grayling Township and Beaver Creek Township

12. Motion by Kraycs, second by Ashton, to adopt Resolution of Intent to Form a Legal Utility Authority between Grayling Township and Beaver Creek Township. (See attachment “A”) All ayes, motion carried.

13. Subject of whether Grayling Township should become a Charter Township was tabled until August 10th, 2006 meeting.

14. First Policy Governance meeting is set for September 7, 2006 at 1:00 p.m.

15. Grayling Generating Station tax tribunal case agreement: Motion by Long, second by Kraycs to agree to a forty percent reduction of the 2006 tax bill for overpayment of 2005 taxes and a twenty percent reduction for 2007, 2008 and 2009. All ayes, motion carried.

16. Motion by Kraycs, second by Ashton, to approve payment of claims on vouchers 4485, 4486,4505 through 4543, Board and Commission fees $455.00 for a grand total of $104,113.76. All ayes, motion carried.

17. Motion to adjourn by Long, carried. All ayes. (9:30 p.m.)
