GRAYLING TOWNSHIP BOARD

REGULAR MEETING

THURSDAY, AUGUST 10, 2006

7:00 P.M.

Members Present: Dennis Long, Ruth O’Mara, Monica Ashton, Terry Wright.

Members Absent: Shawn Kraycs.

Others Present: Marge Mill, Larry Mill, Joanne Drumb, Robert Drumb, Marvin Holdwick, Rosa Holdwick, Jim Hutton, Ethan Hutton, Joe Bilinski.

Supervisor called the meeting to order at 7:00 p.m.

Invocation and Pledge of Allegiance.

1. Motion by Long, second by Ashton, to accept minutes of July 12, 2006 after correction to wording of Item 15 to the following: Grayling Generating Station tax tribunal case agreement: Motion by Long, second by Kraycs to pay forty per-cent of the agreed overpayment of taxes in 2006 and twenty per-cent of the agreed amount in 2007, 2008 and 2009 respectively. Ayes; four, Absent: one, motion carried.

2. Treasurer’s Report for July 06 was accepted and placed on file.

3. Correspondence: (No action required) July Building permit List, July Recycling Report, 9-1-1 Activity Report for July.

4. Citizens Who Wish To Speak: Question regarding junk & garbage clean-up on private properties? Supervisor explained procedures: On site inspection, letters from zoning admin., citations and court proceedings. Question regarding what meetings have been scheduled by township regarding “Amusement Park”?

Supervisor noted that if a new business comes to Grayling Township it must go through the Grayling Townshp Planning Commission which would be pre-scheduled public meetings.

5. Motion by O’Mara, second by Ashton, to adopt a resolution to establish a plant rehabilitation district in accordance with PA 198 of 1974 for the purpose of rehabilitating AJD Forest Products plant facilities at 4440 Four Mile Road.

Whereas, the Grayling Township Board of Trustees encourages the development or redevelopment of industrial facilities for the purpose of maintaining quality jobs in Grayling Township, and

Whereas, AJD Forest Products is the largest private employer in Grayling Township, and Whereas, AJD Forest Products wishes to rehabilitate its plant facilities located at 4440 Four Mile Road in Grayling Township with modern facilities and equipment to remain competitive in the forest products market by projections which show increased productivity by up to 15-percent, and

Whereas, the investment into new facilities at AJD Forest products will be approximately 3.5-to-4-million dollars through a 5-to-7-year time span, and

Whereas, AJD Forest Products will not be reducing its work force through this rehabilitation, and

Whereas, facilities and property owned by AJD Forest Products and identified with tax identification numbers 040-41-032-03-020-00 and 040-41-032-01-020-01 have been determined to be functionally obsolete for the purpose of state-of-the-art forest product manufacturing, Now Therefore Be It Resolved, the Grayling Township Board of Trustees, representing the best interests of more than 6,500 residents, does hereby establish a plant rehabilitation district under Public Act 198 (as amended), on the aforementined properties owned by AJD Forest Products, for the purpose of granting a 50-percent property tax abatement, based on the state equalized value of the property as of December 31, 2006, for a period of 12 consecutive years beginning January 1, 2007. Vote: Ayes; Ashton, O’Mara, Wright, Nays; Long, Absent; Kraycs. Motion carried.

6. Motion by Long, second by O’Mara, to re-appoint Ronald Joyce for another term on the Grayling Township Zoning Board of Appeals. Ayes; four, Nays; none, Absent; one.

7. Proposal by the City of Grayling Police Dept. to participate in a bicycle path on W. North Down River Road. Motion by Long, second by O’Mara, to advise Chief Schreiner that the township is interested in discussions regarding participation in the project. Ayes; four, Nays; none, Absent; one. Motion carried.

8. Motion by O’Mara, second by Long, to accept the recommendation of the Grayling Township Planning Commission to approve Case 06-04ZA regarding the KEEPING OF EXOTIC ANIMALS and it be adopted as AMENDMENT 2006-01 to be known as Section 11.02 of Grayling Township Zoning Ordinance 2003-02. (as follows)

J. The keeping of outside, exotic animals as pets may be allowed in the R-F district only, by special use permit, if they don’t require the space limitations set in Section 11.02 (G). Each case shall be determined individually by the Grayling Township Planning Commission. The burden of proof for exotic animal living requirements shall rest with the animal owner.

NOTE: Exotic animals which are commonly considered dangerous shall not be allowed to be kept in any zoned area, except by permit from the State of Michigan. These include, but are not limited to, all cats other than common house cats, bears, wolves, coyotes, venemous or constricting reptiles, and crocodilians. The determination of a dangerous or exotic animal shall be made by the (1) zoning administrator, or (2) assistant zoning administrator. The advice of the Crawford County Animal Control Officer may be sought in making any determination.

1. Animals considered exotic shall include, but are not limited to:

a. Llamas, alpacas, and other camelids

b. Goats, cows, sheep, pigs, chickens, geese and other common or unusual farm animals

c. Ostriches, emus, peacocks and pheasants

d. Burros, donkeys and miniature horses

e. Common or unusual zoo or circus animals

f. Others as determined by the zoning administrator

9. Petition received from more than 51% of property owners abutting Nels Drive or using same for ingress or egress to their property requesting creation of a Special Assessment District for Maintenance and Snowplowing of the private road. A PUBLIC HEARING regarding this matter has been scheduled for September 13, 2006 at 7:00 p.m.

10. PUBLIC HEARINGS for re-newal of Private Road Maintenance Special Assessment Districts for Ken-Mar and Sandy Trail have been scheduled for Septembeer 13, 2006 at 7:10 and 7:20 p.m., respectively.

11. Ed Holtcamp, update on formation of Water & Sewer Utilities Authority between Beaver Creek and Grayling Townships. Consensus of board to allow use of excess establishment funds to develop an analysis of sewage and water volumes.

12. Consensus to schedule a Special Meeting for Wednesday, August 16, at 7:00 p.m. for discussion of possibility of becoming a Charter Township.

13. Motion by Long, second by Ashton, to approve waiver of Building permit and inspection fee for handicap ramp at 2485 Danish Landing Road. Ayes; four, Nays; none, Absent; one. Motion carried.

14. Motion by Long, second by O’Mara, to approve payment of claims on vouchers 4557-4558, 4578 through 4624, Bd. And Comm. Fees $420.00, Liquor Insp. $120.00 for a grand total of $108,431.97. Ayes; four, Nays; none, Absent; one. Motion carried.

15. Motion to adjourn by Long, at 8:50 p.m., carried. Four ayes, One absent.
