GRAYLING TOWNSHIP BOARD

REGULAR MEETING

Wednesday, October 11, 2006

Members Present: Dennis Long, Ruth O’Mara, Monica Ashton, Terry Wright

Members Absent: Shawn Kraycs

Others Present: Larry Mills, Marge Mills, Karl Wenninger, Norma Wenninger, Gaila Gilliland, William Greene, Barbara Clark Greene, Mary C Parker, L. Ward parker, John Pilon, Ed Martells, Darrell Viers Judge Janet Allen, Don Babcock, Gary Savage, James Kozmano, Dennis Meyers, Ed Holtcamp.

Supervisor Wright called the regular meeting to order at 7:45 p.m., subsequent public hearings regarding proposed Charter Township status and several private road maintenance public hearing.

Invocation and Pledge of Allegiance.

1. Honorable Janet Allen spoke regarding the upcoming General Election.

2. Crawford County Road Commission Manager, Don Babcock, spoke regarding the upcoming General Election road proposal.

3. Motion by Long, second by Ashton, to approve minutes of September 21, 2006 Special Joint Meeting with Beaver Creek. Ayes; four, Nays; none, Absent; one. Motion carried.

4. Approval of September 10, 2006 regular meeting minutes was tabled.

5. Treasurer’s Reports for August 2006, September 2006, and status of investments were distributed to theBoard and placed on file.

6. Correspondence: (No action required) A. Emergency 911 monthly report for September. B. Township building permit list-September. C. Township recycling report-September. D. Crawford County Senior Gazette-October.

7. There were no citizens who wished to speak on non-agenda items.

8. Action on Private Road Maintenance Special Assessment Districts:

A. Motion by Long, second by Ashton, to table action on Nels Drive Special Assessment District since vendors seemed not to be bidding the same specifications. Supervisor will contact vendors that submitted bids. Ayes; four, Nays; none, Absent; one. Motion carried.

B. Motion by Ashton, second by O’Mara, to accept the bid from Jack Millikin, Inc of $7500.00 per year for five years for the re-newal of Ken-Mar Estates Private Road Maintenance and authorize the Supervisor to set the December 1, 2006 Assessment Roll. Ayes; four, Nays; none, Absent; one.

C. Motion by Long, second by O’Mara, to approve the $5000.00 per year Special Assessment Roll for Private Road Maintenance of Sandy Trail with the following changes: Remove 12 property owners that use separate road for access. Unimproved properties will pay ½ rate. Improved properties will pay full rate. Authorize Supervisor to set the December 1, 2006 Assessment Roll. Ayes; four, Nays; none, Absent; one. Motion carried.

9. Subsequent to a Public Hearing, held at 6:00 p.m. October 11, 2006, where 13 citizens present unanimously responded favorably to becoming a Charter Township by a show of hands, O’Mara offered the following motion. Motion by O’Mara, second by Long, to adopt Resolution to Establish Grayling Township as a Charter Township under provisions of the Charter Township Act of 1947 (PA 359, as amended: MCL 42.1 (etseq)). (See attachment “A”) Ayes; four, Nays; none, Absent; one. Motion carried.

10. Ed Holtcamp updated the Board on the progress of creation of the Beaver Creek/Grayling Township Utilities Authority.

11. Motion by Long, second to accept the snowplowing bid from SMK Beautification for Township facilities for the next two seasons. Ayes; four, Nays; none, Absent; one. Motion carried.

12. Emergency Services Seminar for Lt. Travis Roberts was referred to the City/Township Fire Dept Committee.

13. Motion by Ashton, second by O’Mara, to re-new liability insurance package (10-1-06 to 9-30-07 with the Michigan Township Participating Plan. Ayes; four, Nays; none, Absent; one. Motion carried.

14. Discussion on search for replacement Township legal counsel after election. Discussion on bid process for Township auditor.

15. Motion by O’Mara, second by Ashton, to approve payment of claims on vouchers 4747 through 4788, Board & Comm fee for Sept $935.00, Liquor Insp. $240.00 for a grand total of $101,241.00. Ayes; four, Nays; none, Absent; one. Motion carried.

16. Motion to adjourn, carried. Ayes; four, Nays; none, Absent; one.
