REGULAR MEETING AND PUBLIC HEARINGS
AUGUST 16, 2017

Members Present: Claudia Selthoffer, Duane Brooks, JoAnn Michal, Dennis Long, Rick Harland, Cindy Olson, Monica Ashton.
Members Absent: None
Others Present: State Representative Daire Rendon, Jim McMillan, Hal Carlson, Lacey Stephan, Mike Bushre, Diane Giska, Bob Dixon, Mike Ingalls.

1. Supervisor Harland called the meeting to order at 10:00 a.m.

2. Correspondence and Reports for July (No action required): Animal Control, Central Dispatch, Attorney, GFD Activity Report, Building Dept Report.

3. Motion by Brooks, second by Michal, to approve minutes of July 19, 2017 as presented. Ayes, seven; Nays, none. Motion carried.

4. Treasurer’s Report for July was reviewed and placed on file.

5. Robert Dixon, Building Inspector updated the Board on the ARAUCO project. Noted there are videos online of ongoing construction.

6. Motion by Brooks, second by Michal, to recess regular meeting and convene Public Hearings for Private Road Maintenance Special Assessment Roll. All ayes, motion carried.

PUBLIC HEARINGS

7. Supervisor opened the Public Hearing for Shangri-La Private Road Maintenance Special Assessment Roll. The necessity of the project was approved at the July 19, 2017 meeting, subsequent to a Public Hearing. This second hearing is to receive and review public comment regarding adoption of the Special Assessment Roll.
The Tentative Assessment Roll is$12,120.00 spread over forty-six (46) properties for an annual assessment of $268.43 per per property per year for five years. No comments from the public. No Correspondence.

South Horseshoe Trail (N of M-72) Private Road Maintenance Special Assessment Roll. The necessity of the project was approved at the July 19, 2017 meeting, subsequent to a Public Hearing. The Tentative Assessment Roll is $7,554.80 spread over sixty-three (63) properties for an annual assessment of $119.92 per property per year for five years. No public comment, no correspondence.

Diamond Drive Private Road Maintenance Special Assessment Roll. The necessity of the project was approved at the July 19, 2017 meeting, subsequent to a Public Hearing. The Tentative Assessment Roll is $3,333.00 spread over twenty-two (22) properties for an annual assessment of $151.50 per property per year for five years. No public comment. Correspondence from Cynthia Tate and Wanda Lewis. Not in favor as part-time residents should not be assessed.

Clearwater Trail Private Road Maintenance Special Assessment Roll. The necessity of the project was approved at the July 19, 2017 meeting, subsequent to a Public Hearing. The Tentative Assessment Roll is $2,398.75 spread over twelve (12) properties for an annual assessment of $199.90 per property per year for five years. $1500.00 will be paid to Jack Millikin, Inc for road repairs and $875.00 to Gary Fox for snowplowing. Comment in favor from Hal Carlson. Correspondence in favor from Dave Malm and Darlene Jarvis.

Nels drive Private Road Maintenance Special Assessment Roll. The necessity of the project was approved at the July 19, 2017 meeting, subsequent to a Public Hearing. The Tentative Assessment Roll is $1,010.00 spread over six (6) properties for an annual assessment of $168.34 per property per year for five years. Correspondence from Joyce Fox, JW Corcoran and Buster Peters, all in favor.

Supervisor closed the Public Hearings for Private Road Maintenance Special Assessment Rolls.

8. Motion by Michal, second by Brooks, to re-convene regular meeting of the Grayling Charter Township Board. All ayes, motion carried.

9. Motion by Brooks, second by Michal, to adopt the Special Assessment Roll for Shangri-La Private Road Maintenance Special Assessment District in the amount of$12,120.00 per year for five years and authorize It to be placed on the December 1, 2017 Tax Roll. All ayes, motion carried.

10. Motion by Brooks, second by Michal, to adopt the Special Assessment Roll for South Horseshoe Trail (N of M-72) Private Road Maintenance Special Assessment District in the amount of $7,554.80 per year for five years and authorize it to be placed on the December 1, 2017 Tax Roll. All ayes, motion carried.

11. Motion by Brooks, second by Selthoffer, to adopt the Special Assessment Roll for Diamond Drive Private Road Maintenance Special Assessment District in the amount of $3,333.00 per year for five years and authorize it to be placed on the December 1, 2017 Tax Roll. All ayes, motion carried.

12. Motion by Michal, second by Brooks, to adopt the Special Assessment Roll for Clearwater Trail Private Road Maintenance Special Assessment District in the amount of $2,398.75 per year for five years and authorize it to be placed on the December 1, 2017 Tax Roll. All ayes, motion carried.

13. Motion by Brooks, second by Michal, to adopt the Special Assessment Roll for Nels Drive Private Road Maintenance Special Assessment District in the amount of $1,010.00 per year for five years and authorize it to be placed on the December 1, 2017 Tax Roll. Motion carried.

14. Supervisor noted that progress is being made on the Roberts Road and Sherwood Forest paving projects. The information has been turned over to the Attorney for researching the financing and distribution. First Public Hearing will be held this autumn, hopefully.

15. Motion by Long, Second by Brooks, to approve Lake States Railroads Spur into the ARAUCO property, as outlined in Attachment “A”, all within the Industrial Development Park (IDP) and in accordance with the Memorandum of Understanding (MOU) between the Michigan Department of Natural Resources (DNR), the Crawford County Economic Development Partnership (CCEDP) and Grayling Charter Township. VOTE: Long, aye; Brooks, aye; Olson, aye; Ashton, aye; Michal, aye; Selthoffer, aye; Harland, aye; Nays, none. Motion carried.

16. Supervisor Richard Harland discussed his proposed strategy for retirement and presented a transitional plan document. (See attachment “B”). Included: Mr. Harland will remain Supervisor with a reduced salary and office hours. He will retain statutory duties and responsibilities for Economic Development as Administrator, if approved by the Township Board. The Deputy Township Supervisor position will be funded with the monies saved by the Supervisor’s pay reduction. Mr. Harland expects to appoint Mr. Lacey Stephan III as full-time Deputy Supervisor with duties outlined in the attachment. The Deputy Supervisor salary will be $45,000.00 per year with benefits. The Supervisor’s salary will be reduced to $22,000.00 (13,000.00 to come from Economic Development/ADM.) Supervisor will retain fringe benefits except health insurance. Transition expected to take place September 1, 2017.

17. Motion by Olson, second by Selthoffer, to approve Supervisor Richard Harland’s proposed “Exit Strategy” (Attachment B) including assignment of duties, appointment of a Deputy Supervisor, funding of full-time Deputy Super position, new salary distribution and using Economic Development budgeted funds for Econ Dev Administrator. Note: The position of Deputy Supervisor is for transitional purposes and will be re-evaluated periodically. Olson, aye; Selthoffer, aye; Brooks, aye; Michal, aye; Ashton, aye; Long, aye; Harland, aye. All ayes, motion carried.

18. Motion by Brooks, second by Michal, to approve payment of claims on vouchers 503 through 534 and Liquor inspections of $120.00 for a grand total of $43,241.45. All ayes, motion carried.

19. Motion to adjourn by Michal, carried. All ayes.
