REGULAR MEETING
AUGUST 18, 2010
Members Present: Duane Brooks, Dennis Long, Linda Munsey, Monica Ashton, Cindy Olson, Terry Wright
Members Absent: Shawn Kraycs
Others present: Sheriff Kirk Wakefield, County Comm. Dave Stephenson, City Manager Doug Baum, Chet & Helen Okalski, Mike Ingalls.
Supervisor Wright opened the meeting at 10:00 a.m.
1. Correspondence & Reports (No action required): Monthly Building permit list for July, Emergency Central Dispatch report for July, Animal Control Activity report for July, Grayling Fire Dept. Activity report for July.
2. Motion by Long, second by Munsey,to approve minutes of July 21, 2010 as presented. Ayes, six; Nays, none; Absent, one. Motion carried.
3. Treasurer’s Report for July was viewed and placed on file.
4. Sheriff Wakefield updated the Board on his department’s activities. He is considering a petition to lower the speed limit on roads around Lake Margrethe from 40 mph to 25 mph.
5. Grayling Generating Station is requesting our support opposing proposed new rules by the EPA regulating emissions from certain boilers, including those at biomass facilities such as Grayling Generating. The limits have been determined unachievable and no existing facility meets all of the proposed limits with existing controls. These rules would effectively put the plant out of business.
Supervisor Wright will forward letter to the us Environmental Protection Agency opposing the proposed rules.
6. Request from the Road Commission that the Township pay for “Hearing Impaired Child” signs requested by a resident on Stephan Bridge Road was discussed. No action.
7. A free energy use audit of the Township Hall performed by ABI Mechanical Contractors was distributed to Board members.
8. Long reported on Cemetery Management seminar he attended on August 11, 2010.
9. Motion by Long, second by Brooks, to approve payment of claims on vouchers 8464,8515 through 8548, Fire Dept Loan pmt $13,262.07, Liquor inspections $240.00 for a grand total of $45,530.65. Ayes, six; Nays, none; Absent, one. Motion carried.
Motion by Munsey to recess meeting for Public Hearing regarding Special Road Assessment for Hidden Ridge Subdivision.
PUBLIC HEARING
Supervisor opened the public hearing regarding request for a Special Assessment District for Road Maintenance in Hidden Ridge Subdivision T27N, R3W, Section 21.
Supervisor noted a petition has been received containing signatures of more than fifty-one property owners of record in Hidden Ridge requesting the creation of a Special Assessment District to spread the costs of year around maintenance of Hidden Ridge Court. Work to include: snow plowing at appr. 3” accumulation, fill potholes in gravel portion of the road ( no work on asphalt portion included).
This public hearing is to receive and review public comment regarding the necessity of the project.
Public comment: Cheryl & Gerald Bular corresponded that the special assessment is necessary.
The Demorest’s and Teresa Gilsdorf commented in favor of the necessity of the maintenance but were not pleased with the proposed division of expenses as currently proposed.
Supervisor noted the several methods of dividing the costs would be calculated for comment at a second public hearing, if it is decided that there is a necessity to create a Special Assessment District.
Motion by Brooks, second by Ashton, to close public hearing and return to regular session. Ayes, six; Nays, none; Absent, one. Motion carried.
10. Motion by Long, second by Brooks, that the necessity of the creation of a Special Assessment District for Maintenance of Hidden Ridge Court, Section 21, T27N, R3W, has been shown and approve the creation of said Special Assessment District. Ayes, six; Nays, none; Absent, one. Motion carried.
11. Motion to adjourn by Olson, carried. Ayes, six; Nays, none; Absent; one. Motion carried.
