GRAYLING CHARTER TOWNSHIP BOARD REGULAR MEETING SEPTEMBER 15, 2010

Members Present: Duane Brooks, Dennis Long, Linda Munsey, Monica Ashton, Cindy Olson,Shawn Kraycs.

Members Absent: Terry Wright

Others Present: Mike Ingalls, Doug Baum, Zac Weaver, Jerry & Cheryl Bular

Clerk Ashton called the meeting to order at 10:00 a.m.

1. Correspondence & Reports (No action required): August Reports included the monthly building permit list, Emergency Central Dispatch Report, Animal Control Activity Report and the Fire Department Activity Report. Township Attorney’s Report for August and September.

2. Motion by Long, second by Olson, to approve the minutes of August 18, 2010 as presented. Ayes, six; Nays, none; absent, one. Motion carried.

3. The Treasurer’s Report for August was viewed and placed on file.

4. Doug Baum, City Manager, reported the new fire truck was at the painter’s and should be delivered in the next 10 days. Mr. Baum also introduced Zac Waver, the new cemetery sexton hired September 8th.

5. Motion by Kraycs, second by Brooks, that Terry Wright be authorized to act as Grayling Township’s representative in the 5 year update of the Crawford County Hazard Mitigation Plan and sign a letter acknowledging the Township’s intent to participate in the update. Ayes, six; Nays, none; Absent, one. Motion carried.

6. Motion by Olson, second by Kraycs, that the Grayling Charter Township Board approves a Right-Of-Way Telecommunications Permit to Merit Network, Inc. of 1000 Oakbrook Drive, Ann Arbor, Mi. 48104,for a period of 15 years, for the purpose of access and ongoing use of the public right-of-way to construct telecommunications facilities as part of Merit’s Reach 3MC Fiber-Optic Network project. Ayes, six; Nays, none; Absent, one. Motion carried.

7. The Board reviewed the Proposed Outdoor Wood Burning Furnace Ordinance Draft and suggested that “authorized fire official and Supervisor” be inserted in Section04-Authority, Item B. The Board authorizes an evening public hearing to be scheduled as soon as possible.

8. Motion by Long, second by Brooks, to schedule public hearings on the Special Assessment Rolls for Maintenance of the following roads beginning at 11:00 a.m. on October 20, 2010: Hidden Ridge, South Horseshoe Trail, Turner Trail and Nottingham Drive. Ayes, six; Nays, none; Absent, one. Motion carried.

9. Motion by Long, second by Kraycs, to approve the Michigan Township Participating Plan Insurance Package for plan year October 2010 thru September 2011. Ayes, six; Nayes, none; Absent, one. Motion carried.

10. Motion by Kraycs, second by Olson, to approve payment of claims on vouchers 8586, 8590 through 8616, Fire Dept Qtly loan pmt $13,262.07, Liquor inspections $240.00 for a grand total of $112,965.76. Ayes, six; Nays, none; Absent, one. Motion carried.

11. Motion to adjourn, carried, by Ashton. Ayes, six, Nays, none; Absent, one.
