GRAYLING CHARTER TOWNSHIP BOARD REGULAR MEETING OCTOBER 20, 2010

Members Present: Duane Brooks, Linda Munsey, Monica Ashton, Cindy Olson, Terry Wright

Members Absent: Dennis Long, Shawn Kraycs.

Others Present: Mike Ingalls, Steve Eddy,Chet & Helen Okalski, Cheryl & Jerry Bular, Steve Moore, Darrell Viers, Matt Schwark, Jayson Welser, Diana Stubbe, George & Patricia Blake, Dale French, Doug Baum, John Wotring.

Supervisor Wright called the meeting to order at 10: a.m.

1. Correspondence & Reports (No action required): September Bldg Permit List, Emergency Central Dispatch and Animal Control Activity Report.

2. Motion by Brooks, second by Munsey, to approve minutes of September 15, 2010 as presented. Ayes, five; Nays, none; Absent, two. Motion carried.

3. Treasurer’s Report for September 2010 was distributed and placed on file.

4. Motion by Duane Brooks, second by Cynthia Olson, to recommend for approval the request to transfer ownership of 2010 Class C Licensed Business With Dance-Entertainment Permit, located at 6811 W M-72 Hwy, Grayling, MI. 49738, Grayling Township, Crawford County from the Top Notch, Inc. to Halfast, Inc. Ayes, five; Nays, none; Absent, two. Motion carried.

5. Motion by Brooks, second by Olson, to approve an additional (and final) $500.00 contribution to the Crawford County Economic Development Partnership for FY 2010-11 to enable them to close out their financial responsibilities. There should be no request for FY 2011-12 funding. Ayes, five; Absent, two; Nays, none. Motion carried.

6. Interpretation of the Christmas Holiday for Grayling Township is ( as in the past) Christmans Eve and Christmas Day or two other days if they fall on a weekend.

7. Motion by Olson, second by Brooks, to appoint Terry Wright as Grayling Township’s representative to the Crawford County Planning Commission and directs him to request that commission to investigate the county-wide consolidation of services, specifically planning & zoning, building inspection department and ordinance enforcement. Ayes, five; Nays, none; Absent, two. Motion carried.

8. Motion by Brooks, second by Munsey, to accept the resignation of Chris Jones from the Grayling Recreation Authority Board and direct supervisor to advertise the vacancy. Ayes, five; Nays, none; Absent, two. Motion carried.

9. Discussion of amendment to stipulated order of agreement between Crawford County and City Environmental Services.

10. Request from Tom Hunt, concerned citizen, that Grayling Township reinstate its contribution to the 4th of July Fireworks for 2011. Consensus favorable, if money is available.

11. 2009-10 Annual Audit Report is complete and Board members have copies.

12. Motion by Olson, second by Brooks, to approve purchase of tickets to the 2010 Government Forum for Grayling Township Board members and one-half of fire department personnel who choose to attend. It will be held November 29, 2010 at the Grayling City/Township Fire Station. Fire Service will be the theme and Larry Merrill of the Michigan Townships Association will be the speaker. Ayes, five; Nays, none; Absent, two. Motion carried.

13. Motion by Brooks, second by Munsey, to approve payment of claims on vouchers8638, 8639, 8664 thru 8699, liquor inspections and forms $309.76, for a grand total of $70,898.77. Ayes, five; Nays, none; Absent, two. Motion carried.

14. Motion by Ashton, second by Olson, to recess meeting at 10:45 a.m. to inspect the new fire truck and hold public hearings for Hidden Ridge Count and Nottingham Drive Private Road Special Assessment Districts. . Ayes, five; Absent, two, Nays, none. Motion carried. PUBLIC HEARING HIDDEN RIDGE COURT PRIVATE ROAD MAINTENANCE SPECIAL ASSESSMENT DISTRICT p11:00 A.M. 10-20-10 pSupervisor Wright explained that on 8-18-10 the Township Board determined there is a need for a special assessment for snowplowing and maintenance of the roads in Hidden Ridge Court Subdivision.

The second andfinal requirement under Public Act 188 of 1954 is establishing a special assessment roll is for the board to determine how the costs for snowplowing and maintenance will be spread.

Three examples of cost spreading were offered. 1. Each parcel pays equal. 2. Vacant property pays 50% of improved property. 3. All property owners pay same regardless of number of parcels.

Letters from Gilsdorf’s and Demorest’s in favor of option two.

It was noted that the bid request was for snowplowing and gravel road maintenance and snowplowing only.

Jason Welser noted the original petition also requested repairing and sealing the paved portion and fixing the archway.

It was determined that bids will be advertised for both paved and unpaved portions. The archway probably does not qualify under this public act.

A third public hearing will be scheduled for November 17, 2010 at 11:00 a.m. to hear bids and determine the Special Assessment Roll.

Public hearing closed at 11:40 a.m. PUBLIC HEARING NOTTINGHAM DRIVE PRIVATE ROAD MAINTENANCE SPECIAL ASSESSMENT DISTRICT

Supervisor opened the public hearing explaining the public hearing is to determine the necessity to continue the special assessment for snowplowing and maintenance of that portion of Nottingham Drive which is not paved.

There has been no change in the price from previous years.

Those commenting in favor of continuing the special assessment with J. Millikin as contractor were:

French’s, VandeCars, Reckingers and Bill?. Public Hearing closed at 11:45 a.m.

15. Motion by Brooks, second by Ashton, to reconvene regular meeting at 11:50 a.m. Ayes, five; Nays, none; Absent, two. Motion carried.

16. Motion by Brooks, second by Munsey, to schedule another public hearing for Hidden Ridge Court Special Assessment District for November 17, 2010 to hear bids on snowplowing, gravel road maintenance and repair and sealing of the paved portion of the road. Ayes, five; Nays, none; Absent, two. Motion carried.

17. Motion by Olson, second by Ashton, that there is a necessity to continue the special assessment district for private road maintenance of Nottingham Drive(unpaved portion) and direct a public hearing of the Special Assessment Roll to be scheduled for November 17, 2010 at 11:30 a.m. Ayes, five; Nays, none; absent, two. Motion carried.

18. Motion to adjourn, carried, by Olson. Ayes, five; Nays, none; Absent, two.
