1. Supervisor Wright called meeting to order at 10:00 a.m.
Supervisor Wright asks Board for consensus on a late bid. Consensus of Board was to not accept late bid. Publication stated before November 17, 2010.
2. Correspondence & Reports (no action required): October Bldg. Permit List, Emergency Central Dispatch and Animal Control Activity Report. Need Recycle Report Supervisor Wright will get together with recycle Manager Roy Ward.
3. Motion by Olson, second by Brooks to approve minutes of October 20,2010 as presented. Ayes, five; Nays, none; Absent, two. Motion carried.
4. Treasurer’s Report for October 2010 accepted and placed on file.
5. Citizens who wish to speak. Doug Baum (City Manager) introduces new Cemetery Director Zachary Weaver. Zac has pictures of wind storm damage at the cemetery. Discussion of clean up and repairs, insurance policy coverage. We are covered for damages. Will provide reports.
Doug Baum updates Board on Fire Dept. In the process of forming an alliance with the military, putting together a plan. Temporary Part-time fire fighter has been hired and is being paid for by the City.
6. Letter from Supervisor Terry Wright recommending the Grayling Township Board of Trustees reject the proposed outdoor wood burning ordinance in its entirety and refer future complaints to the state enforcement agencies listed. Letter has been signed by Wright, Olson and Ashton. Discussion follows. The general consensus from those that attended the public hearing was that they do not want an OWB ordinance. Dennis Long stated that we do not have the financial resources to assume the responsibilities of enforcing other agencies policies.
Motion by Brooks, second by Olson to not adopt the OWB ordinance. Ayes, five; Nays, none, Absent, two. Motion carried.
7. Appointment to the Grayling Recreational Authority. Two applicants, Laura Schans of Grayling and Norman Kenyon of Frederic.
Motion by Long, second by Olson to appoint Laura Schans. Ayes, five; Nays, none; Absent, two.
Motion carried.
8. Motion by Brooks, second by Munsey to amend Employee Policy Manual “Schedule of Holidays”. Ayes, five; Nays, none; Absent, two. All ayes. Motion carried.See attachment. On file.
9. Set Public Hearing date on proposed Ordinance Enforcement Bureau (2010-01) and Township Zoning Ordinance (2010-02). Board members will review by December 15, 2010 meeting and set date for January 2011.

11. Other Matters; Olson inquires about appointment of new trustee. Discussion follows as to the procedure. Linda Munsey puts Board on notice she will resign on December 30, 2010.
Supervisor Wright will place AD and take applications. Board will appoint new trustee at the December 15th meeting.

HIDDEN RIDGE COURT ROAD MAINTENANCE SPECIAL ASSESMENT
November 17, 2010 – 11:00 a.m.
Supervisor Wright opens public hearing at 11:00 a.m.
This is the third hearing to hear bids and determine the Special Assessment Roll.
Wright reads into the record the ad that was placed in the Avalanche October 28th and November 4th editions.
Wright reads letters from property owners (on file).Okalski-against,Demorest- for-propasal #2,Trenary-for, Favazza-for, Fox-for.
Two bids were received.
Wright opens first bid from Millikin.
Item #1 Snowplowing and maintenance - $3,000 per year
Item #2 Paved portion seal seams & cracks - $,1050 per year
$20,250 for 5 years
Second bid from Mainstream.
Item # 1Snowplowing and maintenance - $2,800 per year
$14,00 for 5 years
Jason Welser inquires about his bid that was brought in this morning.
Wright explains it was received too late was brought in at 9:00a.m. today 11-17-2010.
Questions and discussions from property owners in attendance.
Darrell Viers – Will pot holes be taken care of and gravel ?
Gerald Bular – Has combined lots how is that assessed ? Can you split or combine ?
Wright explains the process for figuring amounts.
Discussion between Board and property owners about one company for plowing and another for paved portion.
Owners agree everyone should pay equal.
They also decide that they will do their own maintenance on the paved portion. Jason Welser has the equipment to handle it.
Long recommends accepting the lowest bid.
Brook questions what kind of equipment they have we know what Millikin can do.
Property owners voice that even though Millikin is higher the amount spread out amongst them will not be excessive.

Public comment – Dale French has nothing but good to say about Millikin and what a wonderful job they do.
Close Public Hearing at 11:40 a.m.
Reopen Regular meeting of Township Board at 11:40 a.m.
Motion by Long, second by Brooks to accept bid from Millikin for item #1 Snowplowing and maintenance based on the consensus of the public. Ayes, five; Nays, none; Absent, two. Motion carried.
Motion by Long, second by, Brooks for renewal of special road assessment for Nottingham Drive.
Ayes, five; Nays, none; Absent, two. Motion carried.
Motion by Long, support by Brooks to pay bills. Ayes, five; Nays, none; Absent, two. Motion carried.
