1. Supervisor called the meeting to order at 10:00 a.m.
2. Correspondence and reports (No action required) : November reports , Building Permits, Emergency Central Dispatch and Animal Control Activity.
3. Motion by Brooks, second by Munsey, to approve minutes of November 17, 2010 as presented.
Ayes, six; Nays, none; absent, one. Motion carried.
4.Treasurer’s report for November was viewed and placed on file.
5. Citizens Who Wish to Speak: Doug Fouracre questioned progress of junk violation on Danish Landing.
There is a court judgement and action is pending.
6. Motion by Olson, second by Ashton, to schedule a public hearing for 11:00 a.m. January 19, 2010 regarding the rezoning of a portion of North Down River Road adjacent to the City of Grayling to C-1, general commercial. Ayes, six; Nays, none; Absent, one. Motion carried.
7.Motion by Brooks, second by Olson, to accept the resignation of Linda Munsey as Grayling Charter Township Trustee effective December 31, 2010. Ms Munsey has been elected District Four Crawford County Commissioner. Congratulations Linda! Ayes, six; Nays, none; Absent, one. Motion carried.
8. The Grayling Charter Township Trustee future vacancy has been advertised and interviews and a special meeting are scheduled for December 17, 2010, beginning at 9:00 a.m. for the purpose of appointing a trustee to fill the remaining term of office vacated by Linda Munsey.
9. A draft of the proposed Township Ordinance Enforcement Bureau Ordinance (2010-01) and proposed amendments to the Grayling Township Zoning Ordinance 2010-02 will be studied at the January regular Township Board meeting and a public hearing will be scheduled for February 2011.
10. Motion by Brooks, second by Long, to appoint Richard Lockwood to the Grayling Charter Township Board of Review. Ayes, six; Nays, none; Absent, one. Motion carried.
11. Request from Frank Dziewit to remove one property from the Timber Trail Special Assessment for Maintenance. It is past where the plow turns around.
Motion by Long, second by Brooks, that for 2011 and forward parcel 40-41-025-16-040-00 be removed from the Timber Trail Special Assessment Roll for Maintenance. Ayes, six; Nays, none; Absent, one. Motion carried.
12. Consensus of Board that Supervisor should proceed with application to MDNR for scrap tire holding designation at the recycling center.
13. Motion by Long, second by Ashton, to enter agreement to collect 2011 summer taxes for Crawford AuSable School District, Kirtland Community College and C.O.O.R. Intermediate School District at the same rate as 2010. Ayes, six; Nays, none; Absent, one. Motion carried.
14. Motion by Long, second by Olson, to budget $2,000.00 to participate in the GIS aerial photography mapping system project with the County of Crawford.(See attachment “A”) Ayes, six; Nays, none; Absent, one. Motion carried.
15. Motion by Long, second by Brooks, to approve payment of claims on vouchers 8733, 8764 through 8791, Liquor inspections $240.00, Fire Dept construction loan $13,262.07, and Election inspectors fee $2,240.27, for a grand total of $42,444.21. Ayes, six; Nays, none; Absent, one. Motion carried.
16. Motion by Brooks, second by Olson, to approve payment of claims on vouchers 8798, 8823 through 8850, Bc/Bs Jan Insurance premium $11,280.26, D. Long mileage $112.20, for a grand total of $32,609.66. Ayes, six; Nays, none; Absent, one. Motion carried.
