AUGUST 19, 2015

Members Present: JoAnn Michal, Dennis Long, Duane Brooks, Rick Harland, Monica Ashton, Cindy Olson, Bruce Zalobsky. (Zalobsky arrived at 10:17 a.m.)

Members Absent: None

Others Present: John Hoffman, John Whittaker, Vera Trimble, Curt Jansen, Bob Dixon, Cindy Reetz, Mike Ingalls.

1. Supervisor Harland called the meeting to order at 10:00 a.m.

2. Correspondence and Reports for July 2015 (No action required): Animal Control Report, Central Dispatch Report, Attorney Report, GFD Activity Report, Building Inspector’s Report.

3. Motion by Brooks, second by Michal, to approve minutes of July 15, 2015 as presented. Ayes, six; Nays, none; Absent, Zalobsky not present for this motion. Motion carried.

4. B. Dixon, Building Inspector gave oral report and written report on file.

Motion by Brooks, second by Michal, to recess regular meeting and open PUBLIC HEARINGS to receive and review public comment regarding the approval of various Special Assessment Rolls for Private Road Maintenance. Ayes, six; Nays, None; Absent, Zalobsky not present for this action. Motion carried.

PUBLIC HEARINGS

A. Juniper Way Private Road Maintenance Proposed Special Assessment Roll will be $6,625.60 per year for five years spread over 25 property owners. Estimated $265.03 per property. Although, found unnecessary, a petition was filed by at least 51% of the property owners requesting brining be added to the maintenance. Brining is included in these totals. Curt Jansen and John Hoffman spoke in favor of the project. Letter from J. Easterly, not in favor of brining.
B. Nottingham Way Private Road Maintenance Proposed Special Assessment Roll will be $3,055.25 per year for five years spread over 12 improved properties at $197.12 per year and 7 vacant properties at $98.56 per year for five years estimated. No comments or correspondence.
C. Hidden Ridge Court Private Road Maintenance Proposed Special Assessment Roll will be $4,545.00 per year for five years spread over 13 property owners. $349.62 per year estimated. No comments or correspondence.
D. Turner Trail Private Road Maintenance Proposed Special Assessment Roll will be $3,232.00 per year for five years spread over 11 property owners. Estimated $293.82 per year. Vera Trimble noted that the plow turns around before end of road. Supervisor will look into this and adjust route, if necessary. No correspondence.

8. Motion by Long, second by Brooks, to close public hearings and re-convene regular session at 10:22 a.m. Ayes, seven; Nays, none; Absent, none. Motion carried.

9. Motion by Long, second by Brooks, to adopt the Special Assessment Roll for Juniper Way Private Road Maintenance Special Assessment District in the amount of $6,625.60 and authorize that it be placed on the December Tax Roll for five years. Ayes, seven; Nays, None; Absent, None. Motion carried.

10. Motion by Long, second by Brooks, to adopt the Special Assessment Roll for Turner Trail Private Road Maintenance Special Assessment District in the amount of $3,232.00 and authorize that it be placed on the December Tax Roll for five years. Ayes, seven; Nays, None; Absent, None. Motion carried.

11. Motion by Brooks, second by Michal, to adopt the Special Assessment Roll for Nottingham Drive Private Road Maintenance Special Assessment District in the amount of $3,055.25 and authorize that it be placed on the December Tax Roll for five years. Ayes, seven; Nays, None; Absent, None. Motion carried.

12. Motion by Michal, second by Brooks, to adopt the Special Assessment Roll for Hidden Ridge Court Private Road Maintenance Special Assessment District in the amount of $4,545.00 and authorize that it be placed on the December Tax Roll for five years. Ayes, seven; Nays, None; Absent, None. Motion carried.

13. Parish Communications has submitted Termination of Franchise paperwork. Effective July 1, 2015.

14. Supervisor gave updates on the Utility Authority, CCEDP being re-established, and noted that an ARAUCO Representative will be here on September 11, 2015, regarding Project Particle.

15. Motion by Long, second by Brooks, to appoint Katie Olson as alternate member of the Grayling Township Zoning Board of Appeals, per recommendation of that Board. All ayes, motion carried.

16. Motion by Brooks, second by Zalobsky, to approve payment of claims on vouchers 12982 through 13012, Election Inspectors 8-4-15 payroll $669.50, Liquor Inspections $80.00 and Fire Dept. quarterly payment of $13,262.07, for a grand total of $100,605.73. All ayes, motion carried.

17. Motion to adjourn at 11:32 a.m. by Brooks, second by Zalobsky. All ayes, motion carried.
